Multi-Tiered Systems of Support (MTSS)

What is MTSS?

The Multi-Tiered System of Supports (MTSS) is Wyoming City Schools’ districtwide framework for providing all students with the academic, behavioral, and social-emotional support they need to thrive. MTSS integrates evidence-based practices and uses data-driven decision-making to ensure every student receives the right support at the right time.

MTSS is designed to address the academic, behavioral, and social-emotional needs of learners across the full continuum, including students receiving gifted education, those with disabilities, English learners, and students with 504 plans. It integrates general education, special education, and related services into a cohesive support system.

MTSS is a proactive model meant to identify needs early, provide timely interventions, and ensure that all students—including those with more intensive needs—are not overlooked or underserved. It promotes equitable access to support, regardless of a student's educational classification.
The Ohio Department of Education and Workforce (DEW) states that MTSS and special education evaluation processes can and should run concurrently when warranted by a student's needs.

  • Equitable access to high-quality, differentiated instruction.
  • Collaborative problem-solving among educators, families, and specialists.
  • Timely and targeted intervention when students require additional support.
MTSS acts as the umbrella that brings together multiple initiatives and frameworks, including:
  • Response to Intervention (RTI)
  • Positive Behavioral Interventions and Supports (PBIS)
  • Data-Based Individualization (DBI)
  • School-Based Mental Health Supports
