Why One-to-One

Wyoming City School District is committed to providing an excellent education for each student through rigorous academics, an outstanding faculty, individual attention, and enrichment opportunities. Wyoming City Schools values the whole child education, where every child in Kindergarten through 12th grade has the chance to grow academically, physically, socially and emotionally. 

Wyoming City Schools needs to prepare students for the future by fostering 21st century habits and authentic learning, inquiry-based experiences, which will lead to all students reaching their full potential. Responsible citizenship, global competency, and lifelong learning are important components of 21st century learning. With this committment comes the growing need to embrace and teach the responsible use of technology.  


One-to-One initiatives within educational entities have been on the rise from the 1990’s.  Within a decade, many countries around the globe, including some of the states within the United States, have developed models of student-centered technology practices. The number of one-to-one technology initiatives continue to rise and are providing mobile devices and Internet access to students in support of student-centered models.

With knowledge resources expanding in digital format and modern learning experiences on the rise, the need for students to access technology has been transitioning from occasional/supplemental use to omnipresent necessity. One-to-one access makes it possible for students to access a wider digital array of resources that support learning, communication with peers and teachers, and gain fluency in 21st century tools. One-to-one also expands resources, which provides teachers with the ability to differentiate and personalize learning.  

Implementation of one-to-one, according to a report released by Project RED in 2010, focused on three major issues in education in the United States (http://one-to-oneinstitute.org/introducing-project-red). The report reviewed almost 1000 schools with comprehensive data points to rank impact on classrooms. Project RED reported that properly implemented technology saves schools’ money through the reduction in printing and access to free or online resources. Second, Project Red identified that factors for proper implementation include the principal as an effective instructional leader and having a full adoption of technology practices for every teacher, with online collaboration for students on a daily basis. Teacher attitude and beliefs towards technology affect implementation success. Professional development and strong technical support are critical. Third, Project Red identified that schools with a successfully implemented One-to-One computer program and who utilized key instructional strategies had a significant impact on student performance. Additional positive effects of these programs included reduced discipline issues, improved dropout rates, and improved graduation rates.  



Over the prior three years, Wyoming School District has worked toward increasing equity of access to technology for teachers and students. To support the increase in devices, the district has updated the infrastructure, increased bandwidth, added wireless access points, centralized servers, and improved filtering and security.  

Pilot - Starting Small

In the spring of 2016, Wyoming High School sophomore teachers started the work toward embracing a one-to-one pilot with sophomore students. The pilot included professional development for teachers and the ability for teachers to 'own' the program by defining the device, training needed, implementation procedure, and teaching strategies to be utilized. In October 2016, sophomore students received a laptop that they used at school and at home for educational purposes. The pilot continued through the 2016-17 school year and included surveys and other opportunites to gather feedback from parents/guardians, students, and staff. Based on the feedback the district received through these means and through generous grants the Wyoming Parent School Association and the Wyoming School Foundation, the one-to-one technology program was expanded to all grades in Wyoming High School for the 2017-18 school year.


  • Giving time back to classroom for teaching and efficient feedback loop: utilization of digital tools to streamline accommodations, enrichments, assessment, assignment turn-in, attendance, collaboration on assignments, communication, grading, sharing of assignments, files and lectures.
  • Access to non-traditional/modern digital learning experiences for real world engagement through epistemic (virtual career internships) games, global learing, individualization, personalization, digital probes, sensors and simulations, virtual manipulatives, and virtual reality fieldtrips.
  • Expand access to digital resources and 21st century skills through access to greater knowledge via digital resources (univerisites, museums, corporations, parks, etc.), global collaboration with experts, ability to create knoweldge and choice of how to demontrate understanding, and access to specialized tools/assistive technologies to overcome learninig disabilities.
